Beyti Kebabı – Phyllo Dough Kebab

Serves 3-4 adults.
This recipe is inspired by one of Türkiye’s most beloved comfort foods—phyllo-wrapped kebabs baked with vegetables and served with rich tomato sauce and garlicky yogurt. Often found in traditional restaurants and home kitchens alike, this style of kebab showcases the balance of seasoned ground meat, fresh herbs, and the delicate crispness of phyllo dough.
In this version, a gluten-free phyllo keeps the dish accessible while maintaining its signature texture. The kebabs are rolled, sliced, and baked upright alongside peppers, tomatoes, and onions, allowing the flavors to meld as they roast. Finished with a bright tomato sauce and cooling garlic yogurt, it’s a vibrant, nourishing meal that captures the depth and warmth of classic Turkish cuisine.
Ingredients
Kebab Mixture
- 1 pound ground beef
- 2 onions, grated
- 5 garlic cloves, minced
- 1/4 cup fresh parsley, chopped
- 1 egg
- 1 tsp red pepper flakes
- 1 tsp oregano
- 1 tsp salt
- 1/2 tsp black pepper
Phyllo Dough
- 1 1/2 pounds gluten-free phyllo dough
Butter Mixture
- 1/2 cup butter, melted
- 1/2 cup water
Tomato Sauce
- 3 tbsp butter
- 1 tbsp tomato paste
- 2 tomatoes, grated
- 1/2 cup water
- 2 garlic cloves, minced
- 1 tsp red pepper flakes
- 1 tsp mint
- 1 tsp salt
- 1/2 tsp black pepper
Garlic Yogurt
- 1 cup yogurt
- 4 garlic cloves, minced
Vegetables
- 4 long green peppers
- 8 small tomatoes
- 2 onions, halved
Instructions
- Mix all of the kebab ingredients together.
- In a small bowl, mix together the butter & water.
- Unwrap your phyllo dough and brush the butter over each sheet.
- Shape the meat mixture into kebabs, place them on the bottom edge of the phyllo dough, and roll them up.
- Cut the kebabs into 2″ wide slices & place them upright in a greased casserole dish.
- Brush the remaining butter on top of the kebab slices.
- Place the vegetables in the casserole dish & bake for 35 minutes at 400.
- For the tomato sauce, melt the butter in a saucepan.
- Add the remaining ingredients and simmer for 5 minutes.
- In a separate bowl, mix together the yogurt & garlic.
- Once the kebab is done, drizzle some yogurt & tomato sauce over top. Serve with the roasted vegetables & rice.
